Scope lock (important)
UETC is an interpretive, mechanism-first framework. It does not claim to replace ΛCDM, General Relativity, or established particle physics. Current exploratory work related to galactic dynamics is limited to inner-galaxy inference and structure (roughly the central few kpc), where baryonic modeling uncertainty and complex plasma, field, and non-circular motion effects are known to be relevant. UETC does not claim to explain outer flat rotation curves or cluster-scale strong lensing via electromagnetic or propagation modifiers.

Archived exploratory note
Prior exploratory testing considered whether a global “scaler” style propagation modifier could materially reduce dark-matter requirements across full rotation curves. That broad/global interpretation is archived and retained only as a record of exploration, not as an active claim.

UETC is an independent, first-principles framework for organizing and interpreting electromagnetic structure, effective propagation behavior, and cross-scale geometry in observed systems.

Status and scope: Working framework, not peer reviewed, and not claiming experimental proof. The goal is clarity, internal consistency, and observational accountability.

UETC uses an effective propagation parameter:

\[u(x) = \frac{c_0^2}{c(x)^2} = n(x)^2\]

Vacuum limit: ( u = 1 )

This parameter is treated as an effective descriptor inferred observationally and used to organize propagation behavior in structured environments.
